Flood Risk Assessments for Mixed-Use Redevelopment

The Brief:

Urban Water was commissioned by Sorbon Estates to undertake detailed Flood Risk Assessments (FRAs) for three separate developments—a residential scheme, a commercial site, and an educational facility. Each site presented distinct flood-related challenges, requiring bespoke technical assessments to support planning applications and ensure future resilience.

A particularly complex aspect of the commission involved the proposed demolition of a large business park to make way for a new residential estate. The transformation of a long-standing industrial site into housing required a thorough evaluation of existing surface water drainage and the development of robust strategies to mitigate potential flood risks.

Given the significant land-use change, it was vital that the FRA not only demonstrated compliance with national and local planning policy but also provided practical, cost-effective drainage solutions tailored to the site’s constraints.

Why Sorbon Estates Chose Urban Water:

Sorbon Estates selected Urban Water based on our proven track record of delivering detailed and accurate FRAs for complex development projects. We had previously supported them on a smaller scheme, where our professionalism and timely delivery stood out.

Our reputation for clear communication and collaboration with local planning authorities, coupled with a strong technical background in both flood risk and drainage, gave Sorbon Estates the confidence that we could handle a more ambitious and multifaceted project.

Our Approach:

At Urban Water, we specialise in optioneering—offering clients a clear range of viable solutions to address drainage and flood risk challenges. For this project, our team produced a series of strategies that considered the unique challenges posed by converting an industrial area into residential use.

This included:

  • Assessing and adapting existing drainage infrastructure
  • Evaluating the implications of impermeable surfaces
  • Providing a cost-benefit analysis of each drainage option

Our integrated approach ensured that flood risk management and drainage design were not treated in isolation but addressed as interconnected components of a single, site-wide strategy.

The development was supported by a site-specific Drainage Strategy, prepared to satisfy LLFA and planning authority requirements.

Key Challenges:

A critical challenge on the residential redevelopment site was the absence of a nearby watercourse, increasing reliance on surface water management systems. With no natural outfall, the risk of surface water flooding due to heavy rainfall was significant.

To address this, we developed a high-resolution surface water runoff model, simulating rainfall events and identifying flow paths across the proposed development. This informed the design of a comprehensive Sustainable Drainage System (SuDS) that would manage runoff volumes and attenuate flows on-site before discharge.

In parallel, we worked closely with Sorbon Estates’ design team and the Local Planning Authority to ensure alignment with planning requirements and overall project vision.

The Outcome:

Urban Water delivered all three Flood Risk Assessments on schedule, enabling Sorbon Estates to progress confidently through the planning process. Our reports were clear, technically robust, and tailored to each development’s unique constraints.

The redevelopment project—still moving through planning—is now backed by a solid, evidence-based flood risk strategy that prioritises safety, sustainability, and cost-effectiveness. Sorbon Estates expressed strong satisfaction with our input and has since invited us to support additional developments, reinforcing a collaborative and trusted relationship.
